摘要
作为企业的关键生产要素,人力资源既是企业成本的重要组成部分,也是推动企业发展的核心动力。2022年,各种超预期因素叠加冲击,企业人工成本呈现新的变化趋势。一是全球产业链供应链加速重构的背景下,中国制造业面临产业升级受阻和产业链外移的双重压力;二是青年结构性失业矛盾突出,“缓就业”“慢就业”“不就业”等现象更加凸显;三是企业社会保险缴费面临合规与纾困的两难困境;四是平台经济发展放缓,吸纳就业能力有所衰减且企业用工策略发生变化。基于此,需要促进人口红利向人才红利转化,将教育、科技、人才战略进行系统整合以提高产业核心竞争力,以青年就业为抓手促进就业政策提质增效,在稳预期的背景下把握好社保缴费系统性合规的节奏和力度,在大力发展数字经济的同时构建与之适配的劳动和保障制度。
As a key production factor of enterprises,human resources are not only an important component of enterprise costs,but also a core driving force for enterprise development.In 2022,various unexpected factors have led to a new trend in the development of enterprise labor costs.Firstly,In the context of accelerating the restructuring of the global industrial and supply chains,China's manufacturing industry is facing dual pressures of hindered industrial upgrading and industrial chain relocation;Secondly,the contradiction of youth structural unemployment is prominent,and the phenomenon of"slow employment","delay employment"and"unwilling to employment"is more prominent;Thirdly,social insurance contributions face a dilemma of compliance and relief;Fourthly,the development of the platform economy has slowed down,the ability to absorb employment has declined,and the employment strategies of enterprises have changed.Based on this,it is necessary to promote the transformation of demographic dividend into talent dividend,and integrate education,technology,and talent strategies to enhance the competitiveness of the industrial systematically.We should improve the quality and effectiveness of employment priority policies with youth employment as the starting point,manage the pace and strength of social security contribution compliance in the context of stable expectations,and build a suitable labor and security system while vigorously developing the digital economy.
