代理购电政策下电网双轨制不平衡费用评估

Unbalanced cost assessment of power grid dual-track pricing system under agent electricity purchasing policy

以含大规模外来电和复杂电源结构的电网为对象,以电网代理购电和现货市场为背景,提出了考虑风光发电波动性的双轨制电力电量平衡分析模型、基于火电负荷率的现货电价简化模拟模型,进而基于不平衡电量和双轨制电价构建了不平衡费用评估模型。通过上述模型,可有效评估双轨制不平衡电量和费用的规模、性质、分布特征,量化电网两类代理购电用户的购电成分,测算“以用定发”机制下优先发电的保障性收购和盈利变化等情况,进而为相关决策提供依据。最后,通过对电网双轨制不平衡费用的评估分析验证了所提方法的有效性。

Taking the power grid with large-scale external power and complex power source structure as the object,the power grid agent purchasing policy and spot market as the background,a power and electricity balance analysis model under dual-track pricing system considering the volatility of wind and photovoltaic power generation and a spot price simulation model based on the load rate of thermal power units are proposed,and then an unbalanced cost assessment model based on unbalanced electricity and electricity price under dual-track pricing system is constructed.Through above models,it is effective to assess the scale,nature and distribution characteristics of unbalanced electricity and cost under dual-track pricing system,quantify the power purchasing components of the two types of power purchasing agents of power grid,and calculate the purchasing conditions and profit changes of priority power generation under the mechanism of“determined delivery by use”,so as to provide a basis for relevant decisions.Finally,the effectiveness of the proposed method is verified through the assessment and analysis of unbalanced cost of the power grid dual-track pricing system.
