深入贯彻党的二十大精神 加快推动应急管理体系发展

Accelerating the Development of the Emergency Management System by Thoroughly Implementing the Spirit of the 20th National Congress of the Communist Party of China

党的二十大报告指出国家安全是民族复兴的根基,社会稳定是国家强盛的前提,必须坚定不移地贯彻总体国家安全观,把维护国家安全贯穿党和国家工作的各方面与全过程,确保国家安全和社会稳定。目前,我国突发事件发生的频率和影响程度往往超出人们的预料,推动落实党的二十大精神是加强应急救援力量体系建设的关键之举,同时也是有效减少或限制突发事件引起的危害和损失的重中之重。为推进中国式应急管理体系和能力现代化,建设更高水平的平安中国,该文深入贯彻党的二十大精神,以中国式现代化理论为指导,以加强构建大安全大应急为主体思想,探讨了我国首都应急救援力量建设主要存在的问题,并提出了相关对策与建议。

The report of the 20th National Congress of the CPC pointed out that national security is the bedrock of national rejuvenation,and social stability is a prerequisite for building a strong and prosperous China,and that we must resolutely pursue a holistic approach to national security and promote national security in all areas and stages of the work of the Party and the country,so as to ensure national security and social stability.At present,the frequency and impact of emergencies in China often exceed people's expectations,and promoting the implementation of the spirit of the 20th National Congress of the CPC is the key move to strengthen the construction of the emergency rescue force system,and is also the priority to effectively reduce or limit the harm and loss caused by emergencies.In order to promote the modernization of the Chinese-style emergency management system and capability,and build a safe China at a higher level,this paper thoroughly implements the spirit of the 20th National Congress of the CPC,discusses the main problems existing in the construction of emergency rescue forces of China's capital with the Chinese-style modernization theory as the guidance and strengthening the construction of great safety and great emergency as the main idea,and puts forward relevant countermeasures and suggestions.
