推进“互联网+扶贫”融合模式助力乡村振兴与产业扶贫——基于新疆喀什地区的调研思考

Promoting the Integration Mode of“Internet+Poverty Alleviation”to Help Rural Revitalization and Poverty Alleviation by Developing Industries——Thought Based on the Research in Xinjiang Kashgar Region

本文采取实地调查、集体座谈、入户调查和个别访谈等方式,全面分析新疆喀什地区“互联网+”的发展概况,探讨制约“互联网+扶贫”融合模式发展的主要问题。研究发现,调研区存在的突出问题主要有以下三点:农业信息网络建设滞后,资金投入不足,投资渠道单一;农民观念落后,电商人才匮乏;产品网络销售的信用度较低。最后本文针对性地提出:政府应加大投入,促进农业网络信息建设;提高农民综合素质,大力培育电商人才;建立营销保护体系,确保网上交易的安全性和可靠性等相关建议,以期提升农户的基本科学文化素质和互联网科技应用水平,推进“互联网+扶贫”融合模式助力乡村振兴与产业扶贫提供借鉴与参考。

This paper adopts field survey,group discussion,household survey and individual interview to comprehensively analyze the development of"Internet+"in Xinjiang Kashgar region and the main problems that restrict the development of"Internet+poverty alleviation"integration mode.The research found that the following three problems exist in the research area:the agricultural information network construction is lagging behind,the capital investment is insuffi cient and the investment channel is single;the farmers'concept is backward and there is a shortage of e-commerce talents;the credit degree of product network sales is low.Finally,we put forward the following recommendations:the government should increase investment to promote agricultural network information construction;continuously improve farmers'comprehensive literacy and vigorously cultivate talents in e-commerce and related systems;improve the marketing protection system to ensure the safety and reliability of online transactions,etc.,in order to improve farmers'basic scientifi c and cultural quality and Internet technology application level,and promote the"Internet+poverty alleviation It is expected to provide reference and reference to improve the basic scientifi c and cultural quality of farmers and the application level of Internet technology,and promote the"Internet+poverty alleviation"integration mode to help rural revitalization and poverty alleviation by developing industries.
