内蒙古数字经济发展路径与对策研究——基于能源-经济-环境系统耦合视角 被引量:2

Research on the Development Path and Countermeasures of Digital Economy Development in Inner Mongolia——Based on the Coupled Perspective of Energy-Economy-Environment System

摘要 在“双碳”战略和“东数西算”战略背景下,如何发展数字经济已成为影响内蒙古自治区全面发展和竞争力提高的难题。本文从能源-经济-环境三元系统耦合视角出发,借助熵值法、耦合度模型和耦合协调度模型对2010—2019年内蒙古能源-环境-经济系统进行耦合研究,并根据研究结果给出了相关对策建议。研究发现,内蒙古地区三元系统耦合度较高但耦合协调度较低,最高也仅处于中级协调发展水平,在2017年甚至出现了轻度失调的情况。能源消费弹性系数、第三产业占比、二氧化硫排放量分别在能源、经济和环境指标体系中的权重最大,本研究为内蒙古地区发展数字经济提供了重要参考依据。 Under the background of the"dual carbon"strategy and the"East Data and West Calculation"strategy,how to develop the digital economy has become a diffi cult problem aff ecting the comprehensive development and competitiveness of Inner Mongolia Autonomous Region.From the perspective of energy-economy-environment ternary system coupling,this paper uses the entropy method,coupling degree model and coupling coordination model to compare 2010-20 In the past 19 years,the energy-environment-economic system of Inner Mongolia has been coupled and relevant countermeasures and suggestions have been given according to the research results.It is found that the ternary system in Inner Mongolia has a high degree of coupling but a low degree of coupling coordination,and the highest is only at the intermediate level of coordinated development,and even a mild imbalance occurred in 2017.The elasticity coefficient of energy consumption,the proportion of tertiary industry and sulfur dioxide emissions have the largest weights in the energy,economic and environmental index systems,respectively,and the research provides a key starting point for the development of digital economy in Inner Mongolia.
