“织密组织”会增进村民公共事务参与吗?

Will“Increasing Organization Density”Enhance Villagers’Participation in Public Affairs?

基于江苏、安徽、陕西3省的90份村级问卷和966份村民问卷,运用多层线性回归模型(HLM),分析治理单元规模对村民公共事务参与的影响。研究发现:缩小治理单元规模进而“织密”基层组织能够显著增进村民的公共事务参与,这一结论在经过稳健性检验后仍然成立;机制分析表明,缩小治理单元规模通过提高村庄动员能力、促进村庄信息共享、增进村民认同归属3个作用渠道影响村民公共事务参与;异质性分析发现,在集体经济薄弱和人口规模较大的村庄,缩小治理单元规模对村民参与的促进作用更强;此外,治理单元规模的缩小不仅拓展了村民公共事务参与的广度,同时还增加了其公共事务参与的深度,主要表现为显著强化了村民对公共决策和村务监督的影响力。据此提出进一步推动治理单元下移、优化调整村庄治理结构、提高村民参与水平的对策建议。

Based on the survey data of 90 village-level questionnaires and 966 villagers’questionnaires in Jiangsu,Anhui and Shaanxi provinces,this paper uses multi-level linear regression model(HLM)to analyze the impact of reducing the size of governance units on villagers’participation in public affairs.The findings indicate that reducing the size of governance unit can significantly promote villagers’participation in public affairs,which is confirmed after robustness tests.The mechanism analysis shows that reducing the size of governance units affects villagers’participation in public affairs through three intermediary channels:improving village mobilization ability,promoting village information sharing,and enhancing villagers’identity and belonging.Heterogeneity analyses find that in villages with weak collective economy and large population,reducing the size of governance units has a stronger role in promoting villagers’participation.Moreover,reducing the size of the governance unit not only expands the breadth of villagers’participation in public affairs,but also increases the depth of their participation in public affairs,which is mainly reflected in the significant strengthening of villagers’influence on public decision-making and village affairs supervision.Therefore,suggestions are proposed to further promote the downward shift of governance units,optimize and adjust the governance structure of villages,and improve villagers’participation.
