公安高校内部质量保障体系的现状分析及优化策略

Analysis and Optimization Strategy of Internal Quality Assurance System in Public Security Universities

基于高等教育质量保障理论,运用内容分析法对18所公安高等学校2020—2021学年度“本科教学质量报告”进行文本分析,结果显示:公安高等学校内部质量保障体系结构日臻完善,建设内容日趋丰富,教学质量监控体系日益成熟,但是依然存在“建设自主特质和动力不足、建设要素不全和结构趋同、质量文化建设重视不够、学生中心教育价值观缺失”等问题。公安高等学校应进一步增强主动性和责任感,以实现大学使命为动力,以质量文化为内核,以教师为主体,以学生为中心,着力推进、深化和改善内部质量保障体系建设,确保公安人才培养质量持续改善与提升。

Based on the quality assurance theory of higher education,this paper analyzes the text of"Undergraduate Teaching Quality Report"of 18 public security colleges and universities in 2020-2021 academic year by using content analysis method.The results show that the internal quality assurance system structure of public security colleges and universities is becoming better and approaching perfection day by day,the construction content is becoming richer and richer,and the teaching quality control is becoming more and more mature.At the same time,there are still problems such as"lack of independent characteristics and motivation of construction,incomplete construction elements and structural convergence,insufficient emphasis on construction of quality culture,and shortage of student-centered education values".Public security colleges and universities should further strengthen their initiative and sense of responsibility,take the realization of university mission as the driving force,take quality culture as the core,take teachers as the main body and students as the center,and strive to promote,deepen and improve the construction of internal quality assurance system,so as to ensure the continuous improvement and enhancement of the public security personnel training quality.
