湘鄂渝黔毗邻民族地区脱贫攻坚与乡村振兴有效衔接的测度及影响因素

Measurement and Driving Factors of the Effective Connection between Poverty Alleviation and Rural Revitalization in the Adjacent Ethnic Areas of Hunan,Hubei,Chongqing and Guizhou

做好脱贫攻坚与乡村振兴的衔接有利于巩固脱贫成果,推动乡村全面振兴。基于湘鄂渝黔毗邻民族地区脱贫农户的微观调查数据,构建脱贫攻坚系统与乡村振兴系统耦合衔接评价指标体系,利用耦合协调模型对湘鄂渝黔毗邻民族地区脱贫攻坚与乡村振兴的衔接效果及影响因素进行综合评价。研究发现:湘鄂渝黔毗邻民族地区脱贫攻坚系统发展指数为0.3418,乡村振兴系统发展指数为0.3253,四省市毗邻区脱贫攻坚系统的发展指数均高于乡村振兴系统发展指数。从准则层来看,收入水平和治理有效分别成为脱贫攻坚系统和乡村振兴系统的主要拉力。区域整体两大系统的耦合协调度为0.5661,四省市毗邻区的耦合协调度差异较小,均处于勉强协调状态。影响因素分析结果表明,耕地持有情况、贫困退出程度、家庭经济实力、教育投入水平、政府培训、政策满意度对湘鄂渝黔毗邻民族地区整体脱贫攻坚与乡村振兴的有效衔接具有显著的促进作用。

Coordinating poverty alleviation with rural revitalization helps consolidate the achievements of poverty alleviation and promote rural revitalization in an all-round way.Based on the survey data of 378 households in the adjacent ethnic areas of Xiang-E-Yu-Qian(Hunan,Hubei,Chongqing and Guizhou),an evaluation index system of coupling coordination between poverty alleviation and rural revitalization is constructed,and entropy weight method and coupling coordination degree model are used to comprehensively evaluate the synergy and driving factors between poverty alleviation and rural revitalization in the adjacent ethnic areas of Xiang-E-Yu-Qian.The results show:The poverty alleviation index of the adjacent ethnic areas of Xiang-E-Yu-Qian is 0.3418 and the rural revitalization development index is 0.3253,and the poverty alleviation indexes of the four provinces(cities)are higher than the rural revitalization index.From the criterion level,income level and effective governance have become the main forces for poverty alleviation and rural revitalization respectively.The coupling coordination degree between the two systems in the whole region is 0.5661.The coupling coordination degree of the adjacent areas of the four provinces and cities has little difference and is in a barely coordinated state.The driving factors analysis shows that the possession of cultivated land,poverty withdrawal degree,family economic strength,education investment level,government training and policy satisfaction degree have a significant role in promoting the effective connection between the overall poverty alleviation and rural revitalization in the neighboring ethnic areas of Xiang-E-Yu-Qian.
