摘要
推进新农村建设需要广大农民的深度参与,由此对农民的文化素养提出了较高要求。本文陈述了当前我国农民文化素养存在农村教育发展不均衡,农民整体文化素养较低;小农意识浓厚,科技文化知识欠缺;道德品质较差,法律意识淡薄的情况,并分析了农民文化素养偏低的原因:传统农业的生产力水平和粗放经营的方式;基层组织对于提升农民文化素养缺乏理性认知;农民缺乏提高文化素养的自觉性与主动性的原因。其提出了党建强基,配好农民文化素养提升领头羊;党建搭台,促进农民文化素养教育可持续发展;基础先行,不断完善农村基础教育设施;主体融合,形成农民文化素养提升的合力;文化振兴,以文化提升思想道德素养的农民文化素养的提升路径。
Promoting the construction of new rural areas requires the deep participation of the vast number of farmers,which puts forward higher requirements for the cultural literacy of farmers.The paper states the conditions such as:unbalanced rural education development at present and farmers’low cultural literacy;strong sense of smallholder and a lack of scientific and cultural knowledge;poor moral character and weak legal consciousness,and analyzes the reasons for the low cultural literacy of farmers:the level of agricultural productivity is too traditional and the mode of management is extensive;grassroots organizations lack rational cognition to improve farmers’cultural literacy;farmers lack the consciousness and initiative to improve their cultural literacy.It puts forward the promotion path:building a strong foundation for Party building and matching the leaders in improving the cultural literacy of farmers;Party building and setting up a platform to promote the sustainable development of farmers’cultural literacy education;putting the foundation first,and constantly improving rural basic education facilities;the main body is integrated to form a joint force for the improvement of farmers’cultural literacy;cultural revitalization,the path to enhance the cultural literacy of peasants with culture to enhance ideological and moral literacy.
