摘要
标准是经济社会发展的技术支撑和国家基础性制度的重要方面。推动标准化工作是完善国家治理体系和治理能力现代化的重要内容。在系统梳理国家标准化工作建设的历史脉络、政策演进与阶段特征基础上,对标国际一流水平,明确我国标准化工作的现实问题及挑战,结合新时代新征程战略目标,提出推进标准化建设要牢固树立系统观念,以“五个坚持”为统领,把标准化工作贯穿经济社会发展的全过程各领域,加快标准化人才队伍建设、以标准引领科技创新发展、促进产业提质增效、提高基层治理能力现代化和国际竞争力,推动更高层次、更高水平的高质量发展。
Standards are the cornerstone of national governance and the technical support for economic and social development.Promoting standardization work is an important part of improving the modernization of national governance system and governance capacity.On the basis of systematically sorting out the historical context,policy evolution and stage characteristics of national standardization of work construction,the paper clarifies the realistic problems and challenges of China’s standardization work by comparing with the worldclass standards.Combined with the strategic goals of the new journey of the new era,it is proposed that the systems thinking should be firmly applied to promote standardization construction.Following the guidance of"Five Principles",we should carry out standardization work throughout the whole process and all fields of economic and social development.In addition,we should accelerate the development of standardization personnel,lead the development of scientific and technological innovation with standards,promote the improvement of industrial quality and efficiency,improve the modernization of grass-roots governance and its international competitiveness,and promote high-quality development at a higher level.
