摘要
关于政府与市场关系的讨论和争论经久不衰,本文秉承相关讨论可以以理论为起点但是最终需要回到具体的现实情境之中的观点,以《插电式电动车的全球兴起:公共政策、技术创新与国家战略》一书为据,分享关于这一议题的讨论。核心观点是:虽然电动车是私人物品,但其市场并非自发形成,其产生背景是政府为解决能源安全、大气污染、气候变化、经济发展等公共问题制定了大量的产业政策,各经济体皆如此;解决公共问题这一目的为实施促进电动车产业发展的产业政策提供了一定的正当性。
Discussions and debates on government-market relations have been ongoing for a long time.This article is based on the perspective that argues that such discussions can begin with theory,but ultimately they need to return to specific real-life scenarios,such as national strategy and technological innovation.It contributes to discussions on this topic by borrowing evidence from the book The Global Rise of the Modern Plug-In Electric Vehicle:Public Policy,Innovation and Strategy.The key argument is that although electric vehicles are private goods,the market for them is not formed spontaneously.Rather,the market is the outcome of industrial policies that are designed to address social issues,such as energy security,air pollution,climate change,and industry development.This holds true in all major economies.The resolution of certain public problems provides some justification for the use of industrial policies to promote and support the development of the electric-vehicle industry.
