参与式发展的路径比较:对社会组织参与乡村振兴的反思--基于广东省G市L村的案例研究

Comparing Paths of Participatory Development:Reflections on the Participation of Social Organizations in Rural Revitalization--Based on a Case Study of LVillage,G City in Guangdong Province

党的二十大报告明确指出要“全面推进乡村振兴”,如何让乡村振兴落地成为重要议题。参与式发展理念强调被发展者的主体地位,乡村振兴有必要重申参与式发展。基于对广东省G市L村两家社会组织参与乡村发展的比较研究发现,乡村振兴中存在两种类型的参与式发展模式,即“社会经济参与模式”“市场经济内生型参与模式”。两种参与方式虽然都强调发挥村民积极性与本地社区优势,但在价值选择、工作方法、工作策略、行动主体、社区影响等五个方面有显著差异,更是产生了难以评判的实践效果。因此,乡村振兴需要秉承参与式发展核心的赋权观念,但同时要超越其局限,形成官民共治的协同治理机制、推动农村社区自组织发展、弘扬中华优秀传统文化、培育积极公民是实现乡村振兴可持续的有效途径。

The report of the 20th National People's Congress of the Communist Party of China clearly stated that it is necessary to"promote rural revitalization in an all-round way".Since then,how to implement the revitalization has become an important issue.The concept of participatory development emphasizes the dominant position of the developed,and it is necessary to reaffirm participatory development for rural revitalization.Based on the comparative study of the participation of two social organizations in village L,G city of Guangdong Province in rural development,the study found that there are two types of participatory development models in rural revitalization:"market economy endogenous participation model"and"socio-economic participation model".Although the two methods of participation both emphasize the enthusiasm of villagers and the advantages of local communities,there are significant differences in the five aspects of value selection,working methods,working strategies,actors,and community influence,and they have produced practical effects that are difficult to judge.Therefore,rural revitalization needs to uphold the core perspective of participatory development,that is,empowerment,but at the same time go beyond its limitations.Forming a collaborative governance mechanism of government-civilian co-governance,promoting the establishment of rural community self-organization,promoting excellent traditional culture,and cultivating active citizens are effective ways to achieve sustainable rural revitalization.
