地方青少年体育合作治理何以可能——基于上海市、浙江省深化体教融合实践的探索式案例分析

Possibilities of Local Youth Sport Cooperation Governance:Exploratory Cases Studies Based on the Practices of Deepening the Integration of Sport and Education in Shanghai and Zhejiang

在深化体教融合背景下,地方青少年体育正在由部门一元治理向跨部门、跨层级和跨领域的合作治理转变。以上海市与浙江省深化体教融合实践为案例,系统探索地方青少年体育合作治理的动力、构成要素、实现路径与演化机制。发现:①地方青少年体育治理目标融合、结构变化及政策缺位所形成的动力影响其治理变革;②青少年体育合作治理作为地方探索深化体教融合的实践成果,其核心要素包括纵横共生的治理主体、层级递进的治理内容和强基固本的治理方式;③沿着探索政策创新方式、构建政策执行体系和释放国家政策红利的路径,地方青少年体育治理由内生型、行政性、线性化治理向外生型、自发性、网络化的合作治理转型。

In the context of deepening the integration of sport and education,the governance of local youth sport is changing from departmental unitary governance to cooperative governance across sectors,levels and fields.Taken the practices of deepening the integration of sport and education in Shanghai and Zhejiang Province as examples,the driving force,constituent elements,realization path and evolution mechanism of local youth sport cooperation governance are systematically explored.It is found that:the driving force formed by local youth sport governance objectives,structural changes and policy absence has affected its governance reform;youth sport cooperative governance becomes the practical achievement of exploring the deepening of sport and education integration,with the vertical and horizontal symbiotic governance bodies,hierarchical governance content and the governance methods for a strong base as the core elements;local youth sport could realize the transformation of cooperation governance from endogenous,administrative and linear to exogenous,spontaneous and networked mechanism if it follows the path of exploring policy innovative methods,building policy implementation system and releasing national policy dividends.
