上海市社区健康治理综合考评指标体系研究

The comprehensive evaluation index system of community health governance in Shanghai

目的 构建一套符合上海实际的社区健康治理的综合考评指标体系,科学、真实地反映社区卫生服务治理成效与问题。方法 在文献研究的基础上,通过开展两轮德尔菲专家咨询确定最终纳入的评价指标。结果 建立了包含3个维度,8个二级指标,37个三级指标的上海市社区健康治理考评指标体系。专家权威系数为0.91,两轮咨询积极系数均为100%,重要性协调系数分别为0.18、0.28,差异均有统计学意义(P<0.05)。结论 该指标体系可信度高,兼顾治理过程和结果,适用于管理部门开展相关考核评价,助力提升城市社区健康治理水平。

Objective To construct a set of comprehensive evaluation index system of community health governance in accordance with the reality of Shanghai, so as to scientifically and truly reflect the achievements and problems of health governance in communities. Methods On the basis of literature research, two rounds of Delphi expert interviews were then carried out to determine the final evaluation indicators. Results The final established comprehensive evaluation index system of community health governance in Shanghai consisted of three dimensions, eight secondary indicators and thirty-seven tertiary indicators. The expert authority coefficient was 0.91, the positive coefficients of the two-round interviews were both 100%, and the coordination coefficients were 0.18 and 0.28, respectively, with statistically significant differences(P<0.01). Conclusions The index system has high credibility, and it takes into account both the process and outcomes of health governance. It is suitable for management departments to carry out relevant assessment and evaluation, and further helps improve the level of urban community health governance.
