高质量高等教育体系的基本内涵、主要特征与实践路径

On the Basic Connotation,Main Characteristics and Practical Path of High-quality Higher Education Sytem

建设高质量高等教育体系是实现中国式高等教育现代化的基本要求,为此必须明确高质量高等教育体系建设的基本内涵、主要特征和建设路径。经过哲学思辨发现,高质量高等教育体系建设必须以创新创业人才培养为核心目标追求,从而具有目标明确、规范明晰、主体自觉、社会参与、过程规范、结果可测等系列特征,而激发教师创造性则是高质量高等教育体系建设的逻辑起点。为此,需要完善高校治理体系以激发教师的创造性。具体而言,需要通过完善教师参与治理制度、学生评教制度、教学改革促进制度、产教融合机制和教师评价制度等机制建设,进一步夯实人才培养在高校工作中的中心地位,为高等教育高质量发展铺平道路。

The construction of a high-quality higher education system is the basic requirement of the modernization of higher education.Therefore,the basic connotation,main characteristics and construction path of the construction of a high-quality higher education system must be clarified.The research found that the construction of high-quality higher education system must take the cultivation of innovative and entrepreneurial talents as the core,with a series of characteristics such as clear goals,clear norms,subjective consciousness,social participation,standardized processes,and measurable results.Stimulating teachers’creativity is the basic point of high-quality higher education system construction.To this end,we need to improve the governance system,establish the core position of talent training and pave the way for high-quality development of higher education by improving the teacher participation governance system,student evaluation system,teaching reform promotion system,industry-education integration mechanism and teacher evaluation system.
