开放政府数据用户采纳意向影响机制研究

Research on Impact Mechanism of Users’Adoption Intention of Open Government Data

[目的/意义]探究用户对开放政府数据(OGD)采纳的关键因素以及作用机制,以为开放政府数据在信息系统用户采纳领域的发展提供参考和依据。[方法/过程]基于信任理论、技术接受模型、理性行为理论,提出开放政府数据用户采纳整合模型,并利用偏最小二乘法—结构方程模型(PLS-SEM)和定性比较分析(QCA)对数据进行分析。[结果/结论]PLS-SEM结果表明,用户态度对OGD采纳意向具有显著影响,而感知有用性和主观规范对OGD采纳意向的影响不显著。QCA结果发现3种导致OGD高采纳意向的组态,以及4种导致OGD低采纳意向的组态。研究结果期望对用户采纳OGD影响因素和作用机制提供理论和方法借鉴。

[Purpose/Significance]The research on the key factors and mechanism that influence users’adoption of open government data(OGD)can provide guidance for the development of OGD in the field of user adoption of information systems.This study first expounds the basic concepts and backgrounds about open data,open government data,and big data.[Method/Process]Based on the trust theory,technology acceptance model,theory of reasoned action,this study put forward an integrated model for open government data user adoption,and empirically tested data using both partial least square structural equation modeling(PLS-SEM)and qualitative comparative analysis(QCA).[Result/Conclusion]PLS-SEM results show that attitude has a significant impact on OGD adoption intention,while perceived usefulness and subjective norms have no significant impact on OGD adoption intention.QCA results identify three configurations that result in high adoption intention for OGD,and four configurations that lead to low adoption intention for OGD.Our research results are expected to provide theoretical and methodological implications for the influence mechanism of user-oriented OGD adoption.
