陆海统筹背景下产业统筹发展的研究框架及关键议题

Research framework and key issues of industry coordinative development under the background of land-marine coordination

陆地和海洋是不能割裂的经济和社会发展载体,陆海一体化发展是陆海统筹的根本目的和凝练概括,而产业统筹是陆海统筹的有力抓手。通过对陆海统筹已有文献的梳理,发现现有研究集中于海洋空间规划中对于海岸带综合开发的讨论、海洋强国和海洋城市建设的理论研究、海岸带生态环境保护与修复、海洋经济系统与陆域经济系统的内在联系计量。在综述陆海统筹的基础上发现,陆海产业统筹的研究较为分散和薄弱,为此提出了陆海产业统筹发展的框架,框架包括:自然要素统筹、生产要素统筹、社会部门统筹和政府机构统筹,4个维度的统筹相互联系、共同作用,具象展示了陆海产业统筹的全部内容。最后,对陆海产业统筹的研究进行展望,提出未来研究需要特别关注基础理论、政策评价、实施管理和案例剖析等关键议题。

Land and marine were inseparable carriers of economic and social development.The integrative development of land and marine was the fundamental purpose and concise summary of land-marine coordination,and industrial coordination was a powerful starting point of land-marine coordination.Through sorting out the existing literature on land-marine coordination,the existing research focused on the discussion of coastal zone comprehensive development in marine spatial planning,theoretical research on marine power and marine city construction,coastal zone ecological environment protection and restoration,and measurement of the internal relationship between marine economic system and land economic system.On the basis of summarizing the land-marine industrial coordination,the results showed that the research on land-marine industrial coordination was relatively scattered and weak.Therefore,this paper put forward the framework of land-marine industrial coordination development,which included:coordination of natural factors,coordination of production factors,coordination of social sectors and government co-ordination.The four dimensions of co-ordination were interrelated and work together,which concretely showed the whole content of land-marine industrial coordination.Finally,this paper looked forward to the research of land-marine industrial coordination,and put forward that future research needed to pay special attention to such key issues as basic theory,policy evaluation,implementation management and case analysis.
