页岩气开发利用补贴政策深度优化建议

Suggestions on In-depth Optimization of Subsidy Policies for Shale Gas Development and Utilization

美国和中国通过一系列扶持政策,有利促进了页岩气行业发展。未来我国页岩气将向深层、常压、新区新层系等新领域拓展,但面临资源品味不高、工程技术不配套、投资成本高、效益开发难度大等问题,需要加大财政补贴。为此,提出“深采多补”“常采多补”等财政补贴政策深度优化建议,持续推动页岩气产业高质量发展。

A series of support policies for the development of shale gas has promoted the industry in America and China.In the future,China's shale gas will expand to new areas such as deep layer,normal pressure and new layer in new blocks,but facing the problems such as low grade resource,incomplete engineering technology,high investment cost,and difficult benefit development,increasing financial subsidies is needed.Therefore,it is proposed to"deep mining with multiple subsidies"and"normal mining with multiple subsidies",promoting the high-quality development of China's shale gas industry.
