增强国内大循环内生动力和可靠性的政治经济学分析

An Analysis on Enhancing the Endogenous Power and Reliability of the Domestic Big Cycle from the Perspective of Political Economy

党的二十大报告做出增强国内大循环内生动力和可靠性的重大战略部署。增强国内大循环内生动力和可靠性既源自中国多年来改革开放的发展实践,也在当下具有重大现实意义。增强国内大循环内生动力和可靠性是构建“双循环”新发展格局的题中应有之义和中国式现代化的内在要求,也是筑牢新安全格局的必然要求,还是推动高质量发展的不竭动能。国内大循环内生动力可以分为生产动力、需求动力、流通动力和分配动力,而国内大循环的可靠性则可以从安全性、可持续性和可控性三个方面把握。当前增强国内大循环内生动力和可靠性面临诸多压力,应该通过扩大内需和扎实推动共同富裕增强消费需求动力,通过深化供给侧结构性改革、优化供给结构增强生产供给动力,通过建设全国统一大市场建设增强中间流通动力,通过预期管理和系统观念增强国内大循环可靠性。

The report of the 20th National Congress of the Communist Party of China makes a major strategic deployment to enhance the endogenous power and reliability of the domestic big cycle.Enhancing the endogenous power and reliability of the domestic big cycle is not only derived from China's development practice for many years,but also has great practical significance at present.Enhancing the endogenous power and reliability of the domestic big cycle is an inherent requirement of building a new development pattern of “double cycle” and the Chinese path to modernization,an inevitable requirement of building a new security pattern,and an inexhaustible driving force for promoting high-quality development.The endogenous power of the domestic big cycle can be divided into production supply power,consumption demand power and intermediate circulation power,while the reliability of the domestic big cycle can be grasped from three aspects:safety,sustainability and controllability.At present,there is much pressure to enhance the endogenous power and reliability of the domestic big cycle.We should strengthen the power of consumer demand by expanding domestic demand and firmly promoting common prosperity,strengthen the power of production supply by deepening the supply side structural reform and optimizing the supply structure,strengthen the power of intermediate circulation by building a unified national big market,and enhance the reliability of the domestic big cycle through expectation management and system concept.
