摘要
随着我国民用航空事业的迅速发展,航空公司的航班时刻资源争夺日益加剧。我国出台了一系列法律、政策,以保证航班时刻资源的合理配置,最大限度地发挥其经济效益,推动航空业的健康发展。由于航空公司的资源分配具有复杂性、多变性、公平性和竞争性等特点,因此,国际上对航空公司的资源分配问题进行了大量研究。文章通过对航班时刻的三种分配模式:行政分配、时刻抽签、时刻拍卖展开细化研究,对其进行了优化,为我国民航的时序管理和资源配置提供了参考。
With the rapid development of China,s civil aviation industry,the competition for flight schedule resources of airlines is increasingly intensified.China has issued a series of laws and policies to ensure the reasonable allocation of flight schedule resources,so as to maximize its economic benefits and promote the healthy development of the aviation industry.Due to the complexity,variability,fairness and competitiveness of the resource allocation of airlines,a lot of research and discussion have been carried out on the resource allocation of airlines internationally.This paper conducts a detailed study on three allocation modes of flight schedule:administrative allocation,time lottery,and time auction,and optimizes the three allocation modes to provide reference for the timing management and resource allocation of China,s civil aviation.
