The Process of Market Integration in the Yangtze River Delta:Basic Situation,Main Bottlenecks and Countermeasures

市场一体化是长三角区域高质量一体化发展的基础和关键,可以通过降低交易成本、促进商品、资本和劳动力等要素的自由流动,实现资源优化配置。因此,本文基于对市场一体化细分为商品市场一体化和劳动力、资本等要素市场一体化的内涵理解,特展开问卷调查和专家访谈,旨在了解人们对长三角区域市场一体化的感知和评价,探索长三角区域市场一体化进程中现存的主要瓶颈和解决之道,为政策决策和学术研究提供参考价值。调研结果表明:长三角区域市场一体化进程中面临着诸多瓶颈:基础设施、生态环境、公共服务水平有待完善;商品市场区域合作机制不健全、产业集聚效应难以有效发挥;户籍制度、社会保障、就业保障等制度不够完善,而且各区域在经济发展水平、收入水平及就业机会等方面存在较大差距;市场协调机制不健全、资本业发展不平衡、地方政府无序竞争等。为此,本文提出推进长三角区域市场一体化发展的应对对策。

Market integration is the foundation and key to the high-quality integrated development of the Yangtze River Delta region,which can reduce transaction costs,promote free movement of commodities,capital and labor factors,and achieve optimal allocation of resources.To this end,this paper is based on the understanding of the subdivision of market integration into commodity market integration and labor,capital and other factor market integration.Questionnaire surveys and expert interviews are specially conducted to understand people's perception and evaluation of the market integration,explored the main bottlenecks and solutions in the process of market integration in the Yangtze River Delta region,and provide reference value for policy decision and academic research.The survey results show that there are many bottlenecks in the process of market integration in the Yangtze River Delta region:The infrastructure,ecological environment,and public service levels need to be improved;The regional cooperation mechanism in the commodity market is not perfect,and the effect of industrial agglomeration is difficult to effectively exert;The household registration system,social security,employment security and other systems are not perfect,and there are large gaps in economic development level,income level and employment opportunities among different regions;The market coordination mechanism is not perfect,the development of the capital industry is unbalanced,and the local governments are in disorderly competition.Therefore,this paper puts forward countermeasures to promote the development of regional market integration in the Yangtze River Delta.
