数字经济如何赋能高质量发展——国内国际双循环视角

How does the Digital Economy Enable High-Quality Development:Domestic and International Dual Circulation Perspective

畅通国内国际双循环是推动经济高质量发展的战略抉择,而数字经济是经济高质量发展的新动能。现有文献主要考察了数字经济对经济高质量发展的影响,忽略了这一过程背后的双循环机制。本文基于国内大循环、国际大循环以及国内国际双循环畅通渠道视角,利用2011—2019年中国城市面板数据,考察数字经济如何赋能高质量发展,研究发现:数字经济不仅能够直接赋能经济高质量发展,而且可以通过双循环机制间接推动经济高质量发展,其中的双循环机制包括撬动消费需求畅通国内大循环、扩大贸易规模畅通国际大循环。数字经济还可以通过促进科技创新打通双循环畅通渠道,推动经济高质量发展。总之,本文的研究结果表明,数字经济可以通过畅通国内国际双循环推动经济高质量发展。这一结论对于协同推进数字经济做强做优做大和“双循环”新发展格局的构建、共同引领中国经济高质量发展具有一定的启示意义。

Unblocking the domestic and international dual circulation is the key way to lead the high-quality development of the economy,and the digital economy is a new driving force for high-quality development.Existing literature mainly examines the impact of the digital economy on high-quality development,but ignores the dual-cycle mechanism behind this process.Based on the per-spective of domestic circulation,international circulation,and the smooth channels of domestic and international dual circulation,this paper uses the panel data of Chinese cities from 2011 to 2019 to examine how the digital economy enables high-quality development.It is found that:the digital e-conomy not only enables high-quality economic development directly,but also promotes high-quali-ty economic development indirectly through dual circulation mechanism,which includes leveraging consumer demand to smooth the domestic circulation and expanding trade scale to smooth the inter-national circulation.The digital economy can also promote high-quality economic development by promoting technological innovation and opening the dual circulation channels.In conclusion,the re-search results of this paper show that,the digital economy can promote high-quality economic de-velopment by smoothing the domestic and international dual circulation.This conclusion has certain enlightenment significance for the coordinated promotion of the digital economy to become stron-ger,better and bigger,and the construction of a new development pattern of“dual circulation”to lead the high-quality development of China's economy.
