数字经济发展与地区绿色创新:负担还是赋能?

Digital Economy Development and Regional Green Innovation:Burden or Empowerment?

数字经济是以数据资源为关键要素的新型经济形态,已经成为推动中国经济高质量发展的重要引擎,也可能对地区绿色创新发展产生显著影响。本文在采用全国工商企业注册数据量化分析地区数字经济发展现状的基础上,实证检验了数字经济发展对地区绿色创新的影响。研究发现,数字经济发展对地区绿色创新先抑制后促进,整体呈现U型影响特征。在数字经济发展水平较低时,会给地区绿色创新造成一定负担;当数字经济发展到一定水平时,“赋能效应”才有所显现,开始有利于地区绿色创新发展。考虑变量衡量误差、排除其他政策干扰等问题后,研究结论依旧稳健。机制分析结果显示,数字经济发展主要经由地区融资约束和政府环保重视度这两个渠道对绿色创新产生U型影响。研究结论可为中国更好地利用数字经济发展契机推动地区经济绿色发展提供有益的政策启示,进而助力实现“碳达峰”“碳中和”目标。

The digital economy is a new economic form with data resources as the key factor,and has become an important engine to promote the high-quality development of China's economy,and promotes the regional green innovation development at the same time.Based on the quantitative analysis of the development status of regional digital economy by using the national industrial and commercial enterprise registration data,this paper empirically tests the impact of digital economy development on regional green innovation.It is found that the development of digital economy had an impact on regional green innovation,which was first inhibited and then promoted,showing a Ushaped overall impact.When the development level of digital economy was low,it imposed a certain burden on regional green innovation;When the digital economy developed to a certain level,the"enabling effect"appeared,which was conducive to regional green innovation.After considering the measurement error of variables and other issues,the research conclusion is still robust.The results of mechanism analysis show that the development of digital economy has a U-shaped impact on green innovation mainly through regional financing constraints and the government's emphasis on environmental protection.The research conclusions can provide useful policy enlightenment for China to better use the opportunity of digital economy development to promote the green development of regional economy,and help to achieve the goals of"carbon peak"and"carbon neutrality".
