乡村振兴视角下西藏地理标志发展路径的完善

Perfection of the Development Path of Tibetan Geographical Indications from the Perspective of Rural Revitalization

地理标志是知识产权制度的重要内涵之一,是实现高水平乡村振兴的重要制度设计。西藏具有丰富的地理标志资源,具有发展地理标志的乡村产业优势、地理优势和人文优势。与此同时,西藏对地理标志资源潜力挖掘还不充分,地理标志的运用手段较为落后,地理标志保护手段较为粗糙。应当借鉴其他省份在地理标志的创造、运用和保护方面的经验,走出符合西藏地方特色的地理标志发展道路,主要体现为完善地理标志分布和丰富地理标志内涵,提升地理标志市场化运用水平,健全地理标志地方保护制度和实施手段。

Geographic indication is one of the important connotations of intellectual property system and an impor⁃tant system design to realize high-quality rural revitalization.Tibet has rich geographical indication resources,and has the advantages of rural industry,geography and humanities for developing geographical indications.Meanwhile,Tibet's exploitation of the resource potential of geographical indications is not sufficient,the means of using geographical indications are relatively backward,and the protection measures are relatively crude.Tibet should learn from the experience of other provinces in the creation,application and protection of geographical in⁃dications,and find a development path for geographical indications in line with the local characteristics of Tibet.The contents of the development path include perfecting the distribution of geographical indications and enrich⁃ing the connotation of geographical indications,improving the level of market-oriented application,and complet⁃ing local protection systems and implementation methods.
