贯彻习近平法治思想和生态文明思想构建西藏国土空间开发保护新格局

Implementing Xi Jinping's Thought on Rule of Law and Ecological Civilization,Building a New Pattern of Territorial Development and Protection in Tibet

近年来,党和国家高度重视国土空间开发保护工作,注重空间资源的生态价值和保护修复。“十四五”规划提出要“构建国土空间开发保护新格局”,这是从战略目标层面提出的新要求,是完善空间治理、实现国家治理现代化的需要。西藏地处青藏高原,是我国重要的生态安全屏障,是亚洲乃至北半球气候变化的调节器,其国土空间开发和保护具有重要性和特殊性。在全面依法治国和生态文明建设的总体要求下,新时代西藏的国土空间开发保护必须坚持新理念和新原则,以习近平法治思想和生态文明思想为指引,尊重自然发展的客观规律,统筹规划国土空间布局,制定差异化发展政策,推动系统治理、协同治理,构建国土空间开发保护新格局。

In recent years,the CPC and the government have attached great importance to the development and protection of territorial space,as well as the ecological value,protection and restoration of space resources.The"14th Five-Year Plan"proposed to"build a new pattern of territorial space development and protection",which is a new requirement from the level of strategic goals,and a need to improve space governance and realize the mod⁃ernization of national governance.Tibet is an important ecological security barrier in China and a regulator of cli⁃mate change in Asia and even the Northern Hemisphere.Its territorial space development and protection are of great importance and particularity.Under the general requirements of comprehensively governing the country by law and promoting ecological progress,the development and protection of the territorial space in Tibet,China in the new era must adhere to new concepts and principles,follow the guidance of Xi Jinping's yhought on the rule of law and ecological progress,respect objective laws,formulate differentiated policies,coordinate spatial gover⁃nance,and build a new pattern of territorial space development and protection.
