政治认同视域下基层党组织执政能力建设的现实困境与因应

The Realistic Dilemma and Response of the Construction of the Governing Ability of Grassroots Party Organizations from the Perspective of Political Identity

政治认同是政治系统稳定运行的重要保障,也是实现中华民族伟大复兴的关键。基层党组织在塑造民众的政治认同方面发挥着关键作用。人民群众的政治认同与基层党组织的执政能力有着密不可分的内在逻辑关系,二者相互影响、交织并行。基层党组织在加强执政能力建设中面临的政治认同困境主要包括基层党组织的领导核心作用尚未完全发挥、规范化的制度体系不够健全、意识形态建设工作不到位、联系和服务群众的能力有待提高等。为有效解决这一难题,基层党组织需要从政治领导力和组织力、规范化制度管理体系、意识形态工作能力和水平、联系服务群众能力等层面着手,全面提升基层党组织各方面的执政能力,不断增强人民群众的政治认同感,助力我国各项事业稳定健康发展。

Political identity is an important guarantee for the stable operation of the political system and the key to realizing the great rejuvenation of the Chinese nation.Grassroots Party organizations play a key role in shaping people’s political identity.There is an inseparable internal logical relationship in People’s political identity and the governing ability of the grassroots Party organization and the two are interwoven with each other.In the process of strengthening the construction of the governing ability,the problems in political identity faced by the grassroot Party organizations mainly include the following:the inefficiency of the leadership core role of the grassroots Party organizations,flaws in the system standardization,gaps in the ideological construction work,and the need to promote ability to work with and for the mass.In order to effectively solve these problems,this paper suggests the grassroots Party organizations to start from the following aspects for them to comprehensively improve their governance ability,keep enhancing people’s political identity,and contribute to the stable and healthy development in various sectors of China:the level of political leadership and organizational power,the standardization of institutional management system,ideological work ability and level,and the ability to work with and for the mass.
