Practice and Institutional Innovation in Deepening Reforms of Women's Federations in the New Era

新时代妇联组织改革进程中,先后经历了局部先行先试、全面推进改革实践、聚焦突出问题攻坚克难、巩固拓展改革成果等不同发展阶段,取得了许多突破性进展。特别是在基层组织改革、专挂兼相结合的干部队伍建设、资源统筹整合等方面,取得了一系列实践成果和制度成果。与此同时,改革仍存在一些亟待破解的难题。在深化改革中更好地发挥妇联组织的桥梁纽带作用,需要加强理论探索,聚焦改革中具有创新性的价值理念、工作方法、实践路径等,总结提炼开展妇女工作的特点和规律;推动工作制度机制的完善与有效衔接,加强妇联基层组织的制度化建设,完善整合组织内部和外部资源的有效机制,形成协同联动的有机制度体系;聚焦改革中的瓶颈和突出问题,深入开展更具针对性、更深层次的创新性实践。

The reforms of women's federations in the new era have gone through different stages of development,including first attempt,comprehensive promotion,focusing on prominent issues and overcoming difficulties,as well as consolidating and expanding the achievements of the reforms.The reforms have made a series of practical and institutional achievements,especially in the reform of grassroots organizations,the construction of the cadre team that combines specialized and part-time positions,and the integration of resources.Meanwhile,there are still some urgent problems that need to be solved in the reform.To better play the role of women's federations as bridges and bonds in the process of deepening reform,it is necessary to conduct theoretical exploration focusing on innovative value concepts,work methods as well as practical paths of the reform;promote the improvement and effective connection of work mechanisms;carry out more targeted and deeper innovative practices focusing on the bottlenecks and prominent issues in the reform.
