当前建设工程各领域质量检测背景分析及关系研究

摘要 结合国家相关法律法规、部门规章、政策文件等分类总结归纳并分析出建设工程质量检测在房屋建筑和市政工程、水利工程、公路水运工程、铁路工程、消防工程、人防工程与雷电防护装置工程等主要领域中对检测活动的相关规定及要求,通过剖析检验检测机构计量认证CMA资质认定背景分析,结合各行政主管部门对检测机构要求、资质行政许可、备案制的领域关系不同,分析研究以上本质性的问题,相关内容可供工程质量检测企业资质增项、建设工程相关技术人员和行政监督部门有关人员参考、借鉴,促进机构综合市场提高竞争力、检测活动更加合法合规。 Based on the classification of relevant national laws and regulations,departmental rules and policy documents,this paper summarizes and analyzes the relevant regulations and requirements of construction engineering quality inspection on testing activities in the main fields of housing and municipal engineering,water conservancy engineering,highway and waterway engineering,railway engineering,fire engineering,civil air defense engineering,lightning protection equipment engineering and so on.By analyzing the background of CMA qualification identification of metrological certification of inspection institutions,the above essential problems are analyzed and studied in the light of the different domain relations between the administrative departments in charge of the requirements of testing institutions,qualification administrative license and filing system.The relevant contents can be used as a reference for the qualification increase of engineering quality inspection enterprises,relevant technical personnel of construction projects and relevant personnel of administrative supervision departments,so as to improve the comprehensive market competitiveness of institutions and ensure the legality and compliance of their testing activities.
