高校智库社科人才优势发挥模型构建研究

摘要 [目的/意义]高校智库要想提升政府决策咨询服务效能,社科人才是其发展的核心竞争力。社科人才将理论、经验和技能等优势转化为高校智库发展优势,成为高校智库向特色智库转型的重要途径。[方法/过程]本文以高校智库社科人才为对象,运用扎根理论和探索性案例研究,分析三所高校智库社科人才履职行为,判别出七个主要因素,构建了人才优势发挥的关键要素模型。[结果/结论]七个要素包括素养、知识、技能、合作、创新、新项目和进步,要素之间有机统一,且各具特色,最终形成基于建言咨政的高校智库社科人才优势发挥七要素模型。 [Purpose/significance]To improve the efficiency of government decision-making consultation services of college think tanks,the development of social science talents is the core competitiveness.Social science talents transform their advantages in theory,experience,and skills into advantages in the development of college think tanks,becoming an important way to transform college think tanks into characteristic think tanks.[Method/process]This paper takes the social science talents of college think tanks as the object,uses the grounded theory and exploratory case studies,analyzes the performance behaviors of three college think tanks social science talents,identifies seven main factors,and constructs the key element model of talents strength.[Result/conclusion]The seven elements include literacy,knowledge,skills,cooperation,innovation,new projects,and progress.The elements are organically unified and each has its own characteristics.Finally,a seven-element model based on the advice and counsultation of the social science talents of college think tanks is formed.
