印度国家软件和服务公司协会的智库功能研究--基于情报保障条件的考察

Think Tank Function Research of National Association of Software and Service Companies of India:An Investigation Based on the Conditions of Intelligence Guarantee

[目的/意义]行业协会不仅具有“链接”作用,而且拥有智库功能,能够提供信息服务与决策咨询。本文通过分析印度国家软件和服务公司协会的智库功能,揭示其智库功能路径与实现方式,为我国行业智库的建设提供有益启示。[方法/过程]基于印度政府官方文件以及行业协会和科研院所发布的报告,采用文献分析法和功能分析法,从技术竞争情报保障条件出发,分析印度国家软件和服务公司协会智库功能的实现方式,并对智库功能效果进行总结。[结果/结论]印度国家软件和服务公司协会依托政商关系网络、社会资本网络和社会服务网络构建技术竞争情报保障网络,情报的保障助推智库功能的实现,有效地推动了辅助决策、人才培养、知识生产、技术扩散、风险预警和社会服务,从深层次驱动了印度信息产业的持续创新、交互创新和协同创新,充分显现了行业协会智库功能的创新驱动效应。

[Purpose/significance]The industry association not only has the function of“link”,but also has the function of think tank,which can provide information service and decision-making consultation.Through analyzing the function of the think tank of National Association of Software and Service Companies of India,this paper reveals the function path and realization means of the think tank,which will bring beneficial enlightenment for the construction of the think tank of our country’s industry.[Method/process]Based on the Indian government official documents and scientific research institutes and industry association report,this paper adopts literature analysis and functional analysis,from the technical competitive intelligence guarantee conditions,analyzes the realization way of the think tank function of the National Association of Software and Service Companies of India,and summarizes the effect of the think tank function.[Result/conclusion]National Association of Software and Service Companies of India relies on the network of political and business relations,social capital network and social service network to build a technological competitive intelligence guarantee network.The guarantee of information promotes the realization of the function of think tanks,and effectively promotes auxiliary decision-making,personnel training,knowledge production,technology diffusion,risk warning and social services.It drives the continuous innovation,interactive innovation and collaborative innovation of the Indian information industry from a deep level,and fully shows the innovation-driven effect of the think tank function of the industry association.
