河南省社会科学院新型智库建设的实践探索及启示建议

Practical Exploration and Enlightenment Suggestions on the Construction of New Types of Think Tanks of Henan Academy of Social Sciences

[目的/意义]地方社科院是中国特色新型智库建设的重要力量。当前,地方社科院新型智库建设面临多数尚未成立专门的管理部门、发展导向仍偏重于基础理论研究、与政府畅通的沟通机制尚未完全建立、缺乏专业的新型智库建设人才等主要问题。[方法/过程]河南省社会科学院按照省直事业单位重塑性改革的要求,在新型智库建设上形成了较为明确的发展思路,在成立管理部门、创新体制机制、提升服务决策能力效果、加强对外战略合作交流、打造智库品牌、加强人才队伍建设等方面进行了实践探索。[结果/结论]从明确新型智库建设导向,建立科学的智库评价机制,打造特色鲜明的智库品牌,构建专业化的智库人才队伍和加强智库协同创新发展等方面,总结了对地方社科院新型智库建设的启示建议。

[Purpose/Significance]Local social sciences academies are an important force in the construction of new type think tanks with Chinese characteristics.Currently,the construction of new type think tanks in local social sciences academies faces major issues such as the fact that most have not yet established specialized management departments,the development orientation still focuses on basic theoretical research,the unimpeded communication mechanism with the government has not yet been fully established,and the lack of professional talents for the construction of new type think tanks.[Method/Process]In accordance with the requirements of the reshaping reform of provincial institutions,the Henan Academy of Social Sciences has formed a relatively clear development idea for the construction of new think tanks,and has conducted practical exploration in establishing management departments,innovating institutional mechanisms,improving the effectiveness of service decision-making capabilities,strengthening external strategic cooperation and exchange,creating a brand of think tanks,and strengthening the construction of talent teams.[Results/Conclusion]From the aspects of clarifying the orientation of the construction of new type think tanks,establishing a scientific evaluation mechanism for think tanks,creating a distinctive brand of think tanks,building a professional talent team for think tanks,and strengthening the collaborative innovation and development of think tanks,this paper summarizes the enlightenment and suggestions for the construction of new type think tanks in local social sciences academies.
