摘要
为衡量区域科技创新能力水平,文章利用CRITIC赋权法改进灰靶模型,基于2016—2020年省级面板数据,测度中部六省科技创新能力水平。研究表明:改进后的灰靶模型,可有效克服等权权重的弊端,提高评价的真实性和科学性;2016—2020年中部六省科技创新能力缓慢提高,综合水平呈“V”型发展,但省域间发展差异明显,依次为湖北、河南、安徽、湖南、江西和山西;人均地区生产总值、科技论文发表数量、创新创业孵化器以及高新技术产品产值成为中部六省科技创新能力关键影响因素。因此提出科技创新能力路径优化方案,以促进中部六省科技创新成果转化和经济高质量发展。
In order to measure the level of regional science and technology innovation capacity,an improved gray target model is formed by introducing CRITIC weighting method to measure the level of science and technology innovation capacity of six central provinces based on the provincial panel data from 2016 to 2020 in this paper.The results show that,firstly,the improved gray target model can effectively overcome the disadvantages of equal weighting and improve the authenticity and scientific reliability of evaluation;secondly,the science and technology innovation capacity of six central provinces slowly improved from 2016 to 2020,and the comprehensive level showed a"V"shape development,but the development differences among provinces were obvious,in the order of Hubei,Henan,Anhui,Hunan,Jiangxi and Shanxi.Again,the per capita gross regional product,the number of scientific and technological papers published,innovation and entrepreneurship incubators,and the output value of high-tech products become the key factors affecting the science and technology innovation capacity.Accordingly,it is proposed to optimize the path to promote the high-quality economic development of six central provinces.
