论重大突发事件中网络谣言的政府治理

On the Governance of Internet Rumors in Major Emergencies

近年来,重大突发公共事件增多,在事件未明确结果前,网络谣言随之大量产生。网络谣言影响了人们的正常生活,扰乱了社会秩序,必须有效地进行治理。对于重大突发事件中网络谣言的治理应采取政府主导的多元治理主体模式。政府在规制网络谣言时不应超出一定界限。同时,要强化网络谣言的识别和预警能力、创新疫情信息公开制度、建立立体化协同辟谣体系、运用法律手段打击网络谣言。

In recent years,there has been an increase in major public emergencies,and a large number of Internet rumors have been generated before the outcome of the event is clear.Internet rumors affect people’s normal life,disturb social order,must be effectively managed.The governance of Internet rumors during major emergencies should adopt the multi-governance subject model led by the government,and the government should not exceed a certain limit when regulating internet rumors.At the same time,we should strengthen the ability of identifying and warning the internet rumors,innovate the information disclosure system of epidemic situation,establish a three-dimensional cooperative rumor-dispelling system,and use legal means to combat the internet rumors.
