从“文字下乡”到“数字下乡”的百年乡村建设——基于政府治理的视角

One-century Rural Construction from“Bringing Literacy to the Countryside”to“Bringing Digitalization to the Countryside”:From the Perspective of Government Governance

百年来,乡村建设贯穿于中国现代化探索的整个进程。“文字”作为伴随着乡村建设运动下沉到乡村社会的一种重要资源和工具,为政府提升治理效率、贯彻国家意志以及保证乡村社会有效运转提供了可能。“数字”作为信息社会的新“文字”,在数字乡村建设中以数字技术、数字信息、数字权力等形式助力政府推进乡村治理现代化。通过对“文字下乡”和“数字下乡”的考察及比较发现,“文字”和“数字”作为不同时期的现代性符码进入乡村社会,促进了现代性价值在乡村社会的传布和发展,政府治理行为随之表现出治理技术理性化、治理面向服务化和治理内容精细化的转变。

Over the past century,rural construction has gone through the process of China's modernization.As an important component in the rural construction movement,“literacy”facilitates the improvement of governance efficiency,the implementation of the state will,and the effective operation of rural society.As the new form of“literacy”in the information age,“digitalization”has helped the government with modernized rural governance in the form of digital technology,digital information,and digital power during the construction process of digital villages.Through the examination and comparison of“bringing literacy to the countryside”and“bringing digitalization to the countryside”,we find that both“literacy”and“digitalization”enhance the promotion and development of modern values in rural society.The governance behavior changes accordingly with regard to the rational use of governance technology,service-oriented governance,and refinement of governance content.
