摘要
从某石油公司境外生产经营活动的实际出发,回顾过去十多年间发生的因心理健康问题引发的境外员工伤亡事件,概括分析其中共同点,剖析现象背后的原因,总结经验和教训,从制度、体制、机制和措施上探寻切实可行的办法,并根据问题提出政策性建议,最大程度减少类似事件的发生,缓和事件发生后的严重后果,从而最大程度保障境外员工的生命和健康安全。
Based on the reality of operations overseas for an oil company,several deaths and injuries caused from the psychological health problem of the staff working overseas in the past decade were reviewed,the commonalities behind those incidents were analyzed,and the exact reasons hidden behind were tended to sort out.the experiences and lessons were summarized,the policies and suggestions from multiple aspects were proposed,and the feasible methods via institutions,mechanisms,systems,and measures were tried to seek,in order to minimum the possibility of similar events,mitigate the related detrimental consequences,and effectively safeguard the lives and health of the staff working overseas.
