Common Prosperity of Farmers and Rural Areas:Connotation Goal,Index System and Evaluation Analysis

促进农民农村共同富裕是实现全体人民共同富裕的关键所在。结合国家战略安排和共同富裕内涵目标,论文从经济发展、分配调节、基础设施、公共服务、生态文明和精神文明等六个维度构建了农民农村共同富裕的指标体系,探索设定了不同指标的目标值。同时,利用国家统计局和全国农村固定观察点数据,对指标值与目标值进行了比较分析。研究发现:第一,从总体情况看,2012—2020年,农民农村迈向共同富裕取得了较大成效,六大维度的各项指标都呈向好发展态势。第二,从不同维度看,收入分配调节、农村公共服务和精神文化生活成为制约农民农村共同富裕的重要因素,其中,收入分配调节是农民农村实现共同富裕最突出的短板。最后,提出通过建立健全城乡融合发展、区域协调发展、农民收入持续增长以及农村公共文化服务四大机制,来促进农民农村共同富裕。

Promoting the common prosperity of farmers and rural areas is the key to achieving the common prosperity of all the people.Combining the national strategic arrangements and the connotation goals of common prosperity,this paper constructs an index system for farmers'common prosperity in rural areas from six dimensions of economic development,distribution regulation,infrastructure,public services,ecological civilization and spiritual civilization,while explores and sets target values for different indicators.At the same time,using the data from the National Bureau of Statistics andfixed observation points in rural areas nationwide,a comparative analysis of the indicator value and target value was conducted.The research found that as follows:firstly,from the overall situation,from 2012 to 2020,farmers and rural areas have achieved significant results in moving towards common prosperity,with indicators in the six dimensions showing a positive development trend;secondly,from different perspectives,income distribution regulation,rural public services,and spiritual and cultural life have become important factors restricting farmers'common prosperity in rural areas.Among them,income distribution regulation is the most prominent weakness in achieving common prosperity in rural areas;finally,it is proposed to promote the common prosperity of farmers and rural areas by four mechanisms of the establishing urban-rural integrated development,the regional coordinated development,the sustained growth of farmers'income,and the rural public cultural services.
