Research on the function and positioning of urban large-scale public hospitals in the New Era——Based on the perspective of the Basic Medical and Health Promotion Law

《基本医疗卫生与健康促进法》固化了新医改的部分成果,以落实分级诊疗为方向明确了公立医院的功能和定位。城市大型公立医院应以国家政策为导向,及时调整医院的功能与定位,通过强化医疗公益性原则、坚持以人民为中心的发展理念、落实党委领导下的院长负责制、加强内涵建设,构建现代医院管理制度,提升服务能力和水平方能赢得新一轮发展机遇。

The Basic Medical and Health Promotion Law solidified some of the results of the new health reform,and clarified the functions and positioning of public hospitals with the implementation of hierarchical diagnosis and treatment as the direction.Large-scale public hospitals in cities need to adjust the functions and position timely in accordance with the national policy guidance,by strengthening the principle of public welfare of medical care,adhering to the people-centered development concept,implementing the dean responsibility system under the leadership of the party committee,strengthening connotation construction,and building a modern hospital management system,to improve service capacity and level,and win a new round of development opportunities.
