应急产业具有“应急”保障与“产业”发展双重功能以及政治、社会、经济三重属性。梳理政策话语体系中的应急产业,其“应急”的公益性指向始终未变,而其经济性的产业范畴却是动态变化的,贯彻总体国家安全观扩大了其外延。新发展格局需以新安全格局为保障,凸显应急产业发展的经济逻辑,但“应急”公益性与“产业”市场性产生了市场化悖论。新发展格局下应急产业具备常态化发展的逻辑,在发展初期应发挥政府的强主导作用,通过制度构建解决产业发展的不持续性问题;整合市场分散需求,促进应急市场消费能力提升和消费需求多元。同时,分类引导应急生产企业投资,降低风险、优化供给结构,最终形成产业常态化发展的内需拉动、政策引导、技术内生与数字赋能的均衡机制,实现经济功能有效支撑政治需要和民生保障等应急功能。

The emergency industry has the dual functions of“emergency”protection and“industry”development and the triple attributes of politics,society and economy.The emergency industry in the policy discourse system has remained unchanged in terms of the public good of“emergency”,while its economic scope has changed dynamically and its extension has been expanded by the implementation of the overall national security concept.The new development pattern should be guaranteed by a new security pattern,highlighting the economic logic of emergency industry development,and the paradox of marketization arising from the“emergency”public welfare and“industry”market.Under the new development patern,the emergency industry has the logic of normalized development.In the early stage of development,the government should play a strong leading role to solve the problem of unsustainable industrial development through system construction.And integrate the market fragmentation demand,promote the emergency market consumption capacity and consumer demand diversification.At the same time,the government classifies and guides investment in emergency production enterprises to reduce risk and optimize the supply structure.Eventually,a balanced mechanism of domestic demand,policy guidance,technology endogenous and digital empowerment will be formed for the normalized development of the industry,and economic functions will effectively support emergency functions such as political needs and people's livelihood protection.
