经济高质量发展水平测度、区域差异及提升路径研究——以湖南省为例

Research on the Measurement,Regional Differences and Improvement Paths of Regional Economic High-Quality Development:A Case Study of Hunan Province

建立全面科学的经济发展质量测度体系是我国经济实现高质量发展的基础和保障。本文结合新发展理念构建区域高质量发展测度体系,利用熵值法并借助空间分析工具多尺度地分析了湖南省经济高质量发展时空演变规律及其区域差异。研究表明:湖南省高质量发展水平整体上呈现出上升趋势,在空间上存在长株潭城市群、张家界“高地”与湘西部分地区“洼地”之间的显著对比;四大区域板块内经济高质量发展差距较大,呈现出长株潭地区经济高质量发展水平遥遥领先、湘南地区和洞庭湖地区稳步提升、大湘西地区发展质量最低但近年来小幅增长的态势,各区域板块发展优劣势并存。实现经济高质量发展和区域协同增长是新时代湖南经济发展面临的两大重要课题,各区域要在社会主义现代化建设中继续发挥比较优势,探索因地制宜的经济高质量发展路径,构建各具特色的区域经济高质量发展新格局。

Establishing a comprehensive and scientific economic development quality measurement system is the foundation to achieve high-quality development.Combined with the new development concept,this paper constructs a regional highquality development measurement system,and uses the entropy method and spatial analysis tools to analyze the temporal and spatial evolution laws of high-quality economic development in Hunan Province and its regional differences.Research shows that the overall level of high-quality development in Hunan Province has shown an upward trend in fluctuations.There is a significant spatial contrast between the“highlands”of Zhangjiajie and Changsha-Zhuzhou-Xiangtan urban agglomeration,and the“depressions”of Western Hunan.What’more,there is a clear regional differentiation phenomenon in some areas.There is a large gap in high-quality economic development in the four regional sectors.The high-quality economic development level of the Changsha-Zhuzhou-Xiangtan region is far ahead,the southern Hunan Area and the Dongting Lake Area have steadily improved,and the Western Hunan has the lowest development quality but has grown slightly in recent years.Advantages and disadvantages coexist in the development of various regions.Achieving high-quality development and regional coordinated growth are two important issues facing Hunan’s economic development in the new era.Each region should continue to give play to its comparative advantages in the socialist modernization drive,explore high-quality economic development paths that adapt to local conditions,and build unique pattern of high-quality regional economic development.
