文化润疆作为新时代党的治疆方略的重要组成部分,具有深厚的理论根源和历史依据。从理论方面看,马克思主义的文化治理观是理论之源,中华优秀传统文化是治理之基,新中国成立以来党中央治疆方略是理论之蓄。从历史依据看,中国共产党从进入新疆始,在各个历史时段都重视文化在新疆经济社会发展中的作用,并运用文化治理方式深刻影响了新疆。文化润疆的践行路向,必须坚持中国共产党对文化治理的领导,科学研判新疆文化态势,以法治思维和法治方式提升文化润疆水平,讲好新疆故事,彰显文化润疆的效果。

As an important component of the Party's strategy of governing Xinjiang in the new era,cultural embellishment of Xinjiang has profound theoretical roots and historical basis.From a theoretical perspective,the Marxist concept of cultural governance is the source of theory,the excellent traditional Chinese culture is the foundation of governance,and the CPC Central Committee's strategy of governing Xinjiang since the founding of New China is the accumulation of theory.From the perspective of historical basis,the CPC has attached importance to the role of culture in the economic and social development of Xinjiang in all historical periods since it entered Xinjiang,and has profoundly influenced Xinjiang by using cultural governance.The way to practice culture in Xinjiang must adhere to the leadership of the CPC in cultural governance,scientifically study and judge the cultural situation in Xinjiang,improve the level of culture in Xinjiang with the rule of law thinking and method,tell Xinjiang stories well,and demonstrate the effect of culture in Xinjiang.
