“混合战争”对我国边海防安全的冲击影响及对策

The impact of“Hybrid War”on China’s border and coastal defense security and the countermeasures

“混合战争”颠覆了以往战争形态,是一种“战争界限模糊、对抗领域融合”的新的战争形式,自出现后就受到美俄等世界军事强国的极力推崇和广泛运用,在国际舞台上展现出越来越突出的重要作用。基于前期国内学者的研究成果,结合外军理论创新及实践运用情况,简析美俄“混合战争”理论与实践的产生发展,以立足我国我军实际,科学界定和准确把握“混合战争”,进一步深化对其的理解认知。从我国边海防安全形势出发,综合分析应对多域安全威胁、内外联动影响、隐形模糊难测、复杂多元主体等“混合战争”带来的冲击影响。围绕打牢安全基础、塑造安全态势、筑牢安全屏障、拓展安全领域、形成安全合力等方面,研究探索应对“混合战争”的策略举措,以期为维护边海防安全稳定乃至国家长治久安提供理论支撑。

“Hybrid War”has subverted the previous forms of war.This new mode of international struggle blurs the boundaries of war and integrates different fields of confrontation.Since its conception,it has been strongly championed and extensively adopted by the United States,Russia,and other military powers,playing an increasingly prominent and important role on the international stage.On the basis of early research of local scholars,combined with the theoretical innovation and practical application of foreign militaries,the emergence and development of the theory and practice of the“Hybrid War”between the United States and Russia are analyzed,the actual state of China and its military is established,and the concept of“Hybrid War”is scientifically defined and accurately grasped,thereby further deepening its understanding.Starting from the security situation of China’s present border and coastal defense,the impact of“Hybrid War”is analyzed,such as multi-domain security threats,internal and external linkage effects,its invisibility,ambiguity,and unpredictability,as well as complex and diverse subjects.Establishing a robust security foundation,shaping the security situation,building solid security barriers,expanding the security area,and forming a security joint force in its research and exploration of strategies and measures to deal with“Hybrid War”are focused on.The study will provide theoretical support for maintaining the security and stability of border and coastal defense security as well as long-term national stability is provided.
