构建中国快递包装绿色循环体系的逻辑理路与实施路径研究 被引量:7

摘要 近年来,我国快递行业在电子商务的快速发展下呈现井喷态势,快递包装垃圾的体量也随之急速增长,成为生活垃圾增量和环境污染的主要来源。由此,做好快递包装体量的“减法”以及快递绿色循环利用的“加法”,是当前亟待解决的重要议题。文章以循环经济理念中的“3R”原则为出发点,基于快递包装垃圾增量大、回收率低、循环利用难的现实问题,在理论上提出系统性的逻辑理路,在实践上构建以“减少总体塑料包装使用量”“优化材料级回收利用方式”“提升产品级循环使用效率”为三大核心的快递包装闭路循环链条。在实施路径上,提出开展快递包装全链条减量治理,完善一次性快递包装的绿色回收与处置,再以循环快递箱的应用与推广为切入口,破解其回收链路上的实际问题,最终构建我国快递包装的绿色循环新体系。 In recent years,China's express industry has shown an explosive trend with the rapid development of e-commerce industry,and the volume of express packaging wastes has increased rapidly,becoming the primary increment of household waste and a major source of pollution.Therefore,the reducing express packaging volumes and enhancing green recycling system are vital.Based on the "3R" circular economy principal and the facts of the incremental amount of wastes,low collection rate and difficulties of recycling,it is recommended to establish a systematic logical path and construct an implementation road-map.That is,reducing the overall plastic packaging usage,improving the recycling efficiency,and optimizing the recycling technology.In detail,this paper proposes to enhance the reduction governance of the entire express packaging chain,improve the green recycling and disposal system of express packaging,solve the practical problems through the trial of recyclable express boxes,and finally to build up a new and green recycling system of express packaging in China.
