数字服务贸易助推中国式现代化:机遇、挑战与对策

Digital Service Trade Promoting Chinese Modernization:Opportunities,Challenges and Countermeasures

服务贸易是中国对外经济贸易往来的重要内容,伴随数字技术的快速发展,传统服务贸易实现了数字化改造,并产生一批新兴服务贸易。数字服务贸易成为实现经济高质量发展,助推人口规模巨大的现代化、全体人民共同富裕的现代化、物质文明和精神文明相协调的现代化、人与自然和谐共生的现代化以及走和平发展道路的现代化实现的重要力量。但应该看到,我国当前数字核心技术与发达国家差距较大、规章制度不健全、数字服务贸易规则制定的话语权缺失、数字贸易限制措施已成为数字服务贸易发展的一大障碍等。因此,应加强数字基础设施建设、积极参与数字服务贸易国际规则构建、加强数字化人才培养以及加快推进传统服务贸易数字化改造和新兴服务贸易发展。

Trade in services is an important part of China's foreign economic and trade exchanges.With the rapid development of digital technology,traditional trade in services has achieved digital transformation,and a number of emerging trade in services have emerged.Digital service trade has become an important force to realize high-quality economic development to promote the modernization of a huge population,the modernization of the common prosperity of all the people,the coordinated modernization of material civilization and spiritual civilization,the modernization of harmonious coexistence between man and nature,and the realization of modernization on the road of peaceful development.However,there is a big gap between China's current digital core technology and developed countries,imperfect rules and regulations,lack of voice in the formulation of digital service trade rules,and digital trade restrictions have become a major obstacle to the development of digital service trade.Therefore,we should strengthen the construction of digital infrastructure,actively participate in the construction of international rules of digital service trade,strengthen the training of digital talents,and accelerate the digital transformation of traditional service trade and the development of emerging service trade.
