日本推进老年人参与志愿服务的对策与启示

Countermeasures and Enlightenment of Promoting Elderly Participation in Voluntary Service in Japan

基于日本内阁府和全国福利协议会的调查数据,从日本高龄化现状入手,以日本老年人参与志愿服务为主要研究对象,就其缘起过程、发展现状等基本问题进行研究和分析,明确参与老年志愿服务是老年人实现老有所为、老有所乐的有效途径。在此基础上,深入研究日本政府、社区、非盈利组织(NPO)、家庭与个人推进老年志愿者活动发展的举措及经验。最后,结合中国社会面临的老龄化现状,借鉴日本的经验,研究推进与完善我国老年志愿服务的机制与举措。

Based on the survey data of the Japanese cabinet office and the national welfare agreement,starting from the current situation of aging in Japan,taking the participation of the elderly in voluntary service in Japan as the main research object,this paper studies and analyzes its origin process,development status and other basic issues.Thus,it is clear that participating in voluntary services for the elderly is an effective way to actively aging.On this basis,we will deeply study the measures and experiences of the Japanese government,communities,non-profit organizations(NPOs),families and individuals to promote the development of elderly volunteer activities.Finally,combined with the current situation of aging in Chinese society and drawing on the experience of Japan,this paper studies the mechanisms and measures to promote and improve the elderly voluntary service in China.
