都市圈生态功能空间“识别-整治”的技术框架研究

Study on the Technical Framework of"Identification Remediation"of Ecological Function Space in Metropolitan Area

生态优先、协调共治是都市圈发展的根本性原则,也是地区发展的支撑基础。因此,为解决优化都市圈生态文明协同建设问题,文章提出了生态功能空间识别与整治体系框架。该框架服务于三个空间尺度,即:在区域尺度识别生态功能空间,构建生态安全格局;在整治系统尺度对生态功能的整治空间进行分类分区;在场地尺度开展生态破坏区整治修复工程。此外,信息技术对生态功能空间识别具有手段革新作用,有利于整治的管理模式创新。都市圈山水空间有机联系和共保联治机制对稳定区域生态服务功能具有优化作用。

Ecological priority and coordinated governance are the fundamental principles of the development of metropolitan areas and the basic preparation for regional development.Therefore,in order to solve the problem of optimizing the collaborative construction of ecological civilization in metropolitan area,this paper puts forward the framework of ecological function space identification and regulation system.The framework serves three spatial scales:identifying ecological function space and constructing ecological security pattern at regional scale;classify and divide the regulation space of ecological function at the scale of regulation system;carry out remediation and restoration works in ecological damaged areas at the site scale.At the same time,it is emphasized that information technology plays an innovative role in the identification of ecological function space,which is conducive to the innovation of management mode of regulation;the organic connection of landscape space in metropolitan area and the mechanism of joint protection and governance can optimize the function of stabilizing regional ecological services.
