乡村高质量发展评价及障碍因素分析--以河北省为例

摘要 乡村振兴战略的实施有效推进了乡村高质量发展,在梳理现有乡村发展评价研究的基础上,从产业发展、生态环境、人力资源、基础设施、生活水平5个维度构建了乡村发展评价指标体系。首先对河北省各地级市的乡村发展情况运用熵值法进行综合评价,再使用障碍度模型分析各地级市乡村发展的主要障碍因素。结果表明:河北省乡村发展水平不断提升,11个地级市发展水平都达到了中级以上,但是优良比例相对较低,其中农业劳动生产率、从事第二三产业人员占比、农民人均可支配收入、乡村从业人员大专及以上学历占比等指标是乡村发展过程中的障碍因素。因此,实现河北省乡村高质量发展,建议从农业产业发展、农村基础设施及公共服务完善、农村人才队伍建设等方面推进。 The implementation of the rural revitalization strategy has effectively promoted high-quality rural development,on the basis of combing the existing rural development evaluation research,from the industrial development,ecological environment,human resources,infrastructure,life level to build the rural evaluation index system of high quality.First,the entropy method is used to evaluate the rural development of Hebei Province,and then the obstacle model is used to analyze the main obstacles to the rural development of each city.The results show that the level of rural development has continued to improve.The development level of 11 prefecture-level cities has reached the intermediate level,but the proportion of excellent quality is relatively low.Among them,agricultural labor productivity,the proportion of people engaged in the secondary and tertiary industries,and the per capita disposable income of farmers,the proportion of rural employees with a college degree or above are obstacles in the process of rural development.Therefore,the high-quality development of rural is recommended to promote the agricultural industry,rural infrastructure,and the construction of rural talent teams.
