河北省全面推行林长制的做法、面临困难与对策探析

Practice,facing difficulties and suggestions of carrying out forest chief system in Hebei Province

林长制是加快林草业治理体系建设和治理能力现代化的重大制度创新。自2021年4月以来,短短7个月,河北省系统建成了“统筹在省、组织在市、责任在县、运行在乡、管理在村”的林长制责任体系。该文介绍了河北省林长制改革的历程和成效,总结了河北省在林长制改革过程中的主要做法,分析了河北省林长制改革面临的困难,并就推深做实林长制改革提出了对策建议。

Forest chief system is an important institution innovation to speed up the construction of forestry and grassland governance system and modernization of governance capacity.Since the 2021 in April,only seven months,Hebei has set up a forest chief responsibility system,"co-ordinating in the province,organizing in the city,taking charge in the county,operating in the town,managing in the village".This paper introduces the course and effect of the reform of forest chief system in Hebei,summarizes its main practice,and analyzes the difficulties facing,finally,some countermeasures and suggestions are put forward to promote the reform of forest chief system.
