新时代文明实践站推进移风易俗的实践研究——基于宁夏中卫市B村的调查

The Practice Research of The New Era Civilization Practice Station Promoting the Transformation of Outdated Customs and Bad Habits——Based on a Survey at B Village,Zhongwei City,Ningxia

农村移风易俗是加强乡风文明建设的必然要求,是实施乡村振兴战略的重要内容,是一项系统工程。这既需要各级党委和政府的积极介入,也需要社会力量和民众的参与。基于宁夏中卫市B村的调查发现,新时代文明实践站的运行模式是在乡村治理失效的情况下,基层社会发挥基层创造自主性的一种体现,也是国家权力嵌入乡村社会促进村民自治的体现。新时代文明实践站需要以柔性嵌入机制、权责共生机制、治理互融机制助力推进移风易俗。

Eliminating outdated rural customs is the inevitable requirement for strengthening the con⁃struction of rural areas with social etiquette and civility,the important content of the implementation of rural revitalization strategy,and a systematic project,which not only needs the active involvement of Party committees and governments at all levels,but also needs the participation of social forces and people.Based on the investigation at B Village,Zhongwei City,Ningxia,it is found that the op⁃eration mode for the new era civilization practice station is an embodiment of the grassroots communi⁃ties giving play to the autonomy of grassroots creation when the rural governance fails,and also an embodiment of the state power embedding in the rural society to promote the autonomy of villagers.The new era civilization practice station needs to use flexible embedding mechanism,power and re⁃sponsibility co-existence mechanism,and mutual integration mechanism for governance to help pro⁃mote the the transformation of outdated customs and bad habits.
