高速公路基础设施REITs是金融创新与产融结合的产物,其作用和意义在于:一是它作为高速公路行业一种新的融资模式,为真正权益型的资产上市找到了一条新路径;二是通过打通高速公路资产上市退出的通道,开启了高速公路“投、融、建、管、退”全生命周期发展新模式;三是通过创新高速公路“轻资产”运营管理模式,较好地满足高速公路行业运营模式转型的需要。基于中央企业首单高速公路基础设施REITs实践,对其探索创新与经验总结作些梳理。

Highway infrastructure REITs is the product of the combination of financial innovation and industry.Its function and significance are:first,as a new financing mode of highway,it finds a new path for the real equity asset listing;Second,it initiates a new development mode of the whole life cycle of“investment,financing,construction,management and exit”of highway by opening up the channel of listing and exit of highway assets.Third,through the innovation of the highway“asset-light”operation management mode,it has a better way to meet the needs of the highway besides the operation mode transformation.Based on the REITs practice of the first highway infrastructure of the central state-owned enterprise,this paper tries to figure out its exploration,innovation and experience summary.
