摘要
数字化重构是应用科学大学内部质量保障体系发展的必然趋势。在德国“高等教育数字化”背景下,德国应用科学大学在人才培养内部质量保障体系的数字化重构过程中,重新确定了内部质量保障的战略框架与发展内涵,并根据其改革特点,从理念、教学、课程、环境、资源、评价等方面采取诸多切实可行的措施积极转型,取得良好的效果。在“中国教育信息化”的背景下,我国应用型人才培养质量保障体系正处在转型发展中。分析我国当前所面临的困难与挑战,对比德国应用科学大学在改革中的先进做法,可为我国提供经验和借鉴,引发对我国应用技术大学人才质量培养内部保障体系数字化改革的省思:强化整体规划目标引领,增强对数字化改革的认同感;树立新型教学和管理质量保障观,发挥质量保障主体作用;完善质量保障资源评估体系,提升数字化资源的利用效率。
Digital reconstruction is an inevitable trend in the development of the internal quality assurance system of universities of applied sciences.In the context of the"digitalization of higher education"in Germany,the German universities of applied sciences redefined the strategic framework and development connotation of internal quality assurance during the digital reconstruction of the system for talent cultivation,and took many practical measures to actively transform from the aspects of concept,teaching,curriculum,environment,resources and evaluation according to its reform characteristics,and achieved good results.In the context of"China's education informatization",China's application-oriented talent training quality assurance system is in the process of transformation and development.This paper analyzed the difficulties and challenges currently faced by China,compared the advanced practices of German universities of applied sciences in the reform,provided experience and reference for China,and triggered reflection on the digital reform of the system for Chinese universities of applied sciences.The essay also strengthened the guidance of overall planning goals and enhanced the sense of recognition of digital reform;established a new concept of quality assurance in teaching and management,and gave play to the main role of quality assurance;improved the quality assurance resource evaluation system and raised the utilization efficiency of digital resources.
